General Manager, IIH & COE - Ecosystem Development

The General Manager of IIH & COE is responsible for setting visions and high-level objectives for technology related innovation hubs and centres of excellence, developing strategic implementation plans and executing them accordingly to support the technology commercialisation journey of innovators.

Job Requirements

Minimum Bachelor's degree in Engineering in the following disciplines (Electronic/Electrical, Mechanical, Mechatronics, Advanced Manufacturing Systems, Industrial, Automotive, Aerospace or direct equivalent). Civil Engineering degree holders are not suitable. A Postgraduate degree in the above disciplines will be an added advantage.
Master’s Degree in General Management like MBA and Technology Management will be an added advantage
Knowledge in 4IR technologies like additive manufacturing (3D printing), robotics, IoT, VR and AI will be an added advantage.
Knowledge in technology ecosystem development, start-up funding mechanisms and capacity building programmes will be an added advantage.
Minimum intermediate level of knowledge in finance is required for forecasting, analysis of project feasibility through calculation of ROI, NPV, IRR, etc.
Strong leadership and interpersonal skills, with the ability to manage staff, build and nurture partnerships with stakeholders.
Ability to work in a fast-paced environment and handle multiple tasks and responsibilities.
Excellent organisational and time management skills.
Strong written and verbal communication skills in English and Malay. Foreign language competency in German, French, Korean or Japanese will be an added advantage.
Minimum 15 years related working experience including 5 to 10 years industrial experience in companies that produce technology products or services. Purely consulting experience is not suitable.
Minimum 5 years in a Senior Manager or General Manager type role
At least 10 years’ experience in project management and programme development
At least 5 years’ experience in the public sector with demonstrable experience in handling senior leaderships in government agencies
Understanding the specific ecosystem requirements of each Living Lab which are from completely different technical disciplines (Autonomous vehicles, Agritech, Additive Manufacturing, Smart Factories, etc.)
Dealing with uncertainties in government, private sector, academia and the systemic problems that can hamper ecosystem growth (regulations, technology support, quality of talent and innovators, market mismatch, etc.)

Responsibilities

Develop detailed strategies with clear roadmaps and phase-by-phase implementation plans for technology solution development centres also known as Living Labs and future Centres of Excellence (COE)
Develop and manage comprehensive budget plan for the government under the 5-year Malaysia Plan for physical infrastructure setup, programme development and project execution for the Living Labs and future COEs
Identify and secure strategic technology partners who are critical to each Living Lab and COE for mid to long term collaboration to provide the technical expertise and conduct capacity development programmes that can support innovators in their development journey
Ensure each developmental programme meets the government and corporate KPIs including clear measurement of impact in line with the corporate ESG framework where applicable
Develop, implement, and maintain periodic budgetary and resource allocation plans
Review and improve organisational effectiveness by developing processes and best practices, overseeing subordinates and managers’ performance in multiple functional units, and establish a highly motivational work environment
Implementing innovative changes on work methods and project plans to create agile team structures that can adapt to a dynamic working environment in line with the various technical discipline requirements (e.g. Autonomous Vehicles, Agritech, Smart Manufacturing, Rapid Prototyping, Robotics, etc.)
Seek out opportunities for expansion and growth by developing new business relationships with technology companies, standards organisations, academia and independent experts where suitable
Recruit, onboard, train and ensure retention of high-performing employees
Delegate responsibilities to the best-qualified employees and enforce all policies, procedures, standards, specifications, guidelines, training programmes, and cultural values
Resolve internal operational matters efficiently and to the mutual benefit of all involved
Other duties as instructed by the senior management team
